Pathways for skilled workers, entrepreneurs, and investors to become permanent residents of Canada
Express Entry
One of the fastest and most popular routes to Canadian PR, tailored for skilled workers.
Pathway:
- 1
Eligibility for Express Entry vs. CRS Score
Eligibility for Express Entry is determined based on a minimum score of 67 out of 100. This score takes into account factors like age, education, work experience, language proficiency, and adaptability. If you meet the minimum 67 points, you can create a profile to enter the Express Entry pool for consideration under the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.
Each program has specific requirements related to work experience, education, language proficiency, and other factors. Use the Come to Canada tool to evaluate your eligibility.
The Comprehensive Ranking System (CRS), on the other hand, is used to rank candidates within the pool. The maximum score under the CRS is 1200 points, awarded for factors like age, education, work experience, language skills, and a valid job offer, among others. A higher CRS score makes you more competitive and increases your chances of receiving an Invitation to Apply (ITA) for permanent residency. The CRS score can vary, depending on the strength of your profile and the needs of the immigration program at any given time.

Gather Required Documents
Prepare necessary documents, which may include:
- Language Test Results: Proof of proficiency in English and/or French from approved testing agencies.
- Educational Credentials: Assessment reports for foreign education.
- Proof of Work Experience: Reference letters and employment records.
- Proof of Funds: Evidence of sufficient funds to support yourself and your family in Canada.
- Other Documents: Passports, police certificates, medical exams, etc.
- 3
Create and Submit Express Entry Profile
Complete an online profile through the IRCC secure account, providing details about your skills, work experience, language ability, education, and other personal information. Eligible candidates are placed into the Express Entry pool and ranked using the Comprehensive Ranking System (CRS).
- 4
Receive Invitation to Apply (ITA)
Candidates with the highest CRS scores are invited to apply for permanent residence during regular invitation rounds. Receiving an ITA allows you to proceed to the next step.
Express Entry Program presently conducts category-based selection rounds, inviting candidates from the pool who meet specific criteria established by the Minister of Immigration to address identified economic goals. These categories may include factors like proficiency in a particular official language or work experience in specific occupations.
Express Entry presently conducts draws in following categories:
- French-language proficiency
- Healthcare and social services occupations
- Science, Technology, Engineering, and Math (STEM) occupations
- Trade occupations
- Agriculture and agri-food occupations
- Education occupation
- 5
Submit Permanent Residence Application
After receiving an ITA, you have 60 days to submit a complete application for permanent residence. This includes filling out forms, uploading documents, and paying fees through your IRCC account.
- 6
Application Processing and Decision
IRCC reviews your application to ensure completeness and verify information. Processing times vary, but most applications are processed within six months. You will be notified of the decision through your IRCC account.
- 7
Confirmation of Permanent Residence (COPR)
If approved, you will receive a Confirmation of Permanent Residence (COPR) and, if applicable, a permanent resident visa. Ensure all information on the COPR is accurate.
- 8
Arrive in Canada and Begin Settlement
Present your COPR and visa to a Canadian border services officer upon arrival. Once admitted, you can begin your new life as a permanent resident of Canada.

Other Economic Programs
Provincial Nominee Programs (PNP)
Provincial Nomination Programs, as the name suggests, are immigration programs by the provinces of Canada. Except for Nunavut and Quebec, each province targets qualified candidates to fulfill the immigration quotas governed by the respective labor market needs.
With over 80 immigration streams, the Provincial Nomination Programs is one of the most preferred immigration pathways. Each province has its eligibility criteria, and some also require a valid job offer from a Canadian employer. However, it is essential to note that these programs keep modifying criteria as per their needs and any changes in immigration laws and policies.
Provincial Nominee Program through Express Entry
The Express Entry system, while setting up your profile, allows you to choose one, multiple, or all provinces of your interest to reside. Provinces can view only the candidates who indicate interest in the respective jurisdiction. Based on education, experience, language levels, and other relevant factors, the provinces then use the portal to select eligible candidates and invite them to apply for Provincial Nomination. The shortlisted candidates receive a message of Notification of Interest in their online account.
If interested in continuing with the application, the candidates have to apply directly with the provincial government through a separate portal. Certain provinces, however, also require candidates that satisfy the prerequisites to apply with the province for a nomination. Once the province has agreed to grant the nomination, the candidate can create a new or update an existing Express Entry profile to indicate the nomination received.
Benefits of Provincial Nominee Program through Express Entry
A successful provincial nomination grants an additional 600 points in the CRS to a candidate in his Express Entry profile, almost assuring an Invitation to Apply in the next round of invitations.
Self-Employed Persons
This program allows self-employed individuals with relevant experience in cultural or athletic activities to immigrate to Canada. It is intended for individuals who can significantly contribute to the country's artistic or athletic life.
Note: The Self-Employed Persons Program is currently on pause until January 2027.
Start-Up Visa
Entrepreneurs with innovative business ideas and support from a designated organization in Canada can use this program to establish their ventures and contribute to Canada's growing innovation sector.
New Pathways Opening in 2025
Canada has introduced new pilot programs to support underserved communities and industries:
Rural Community Immigration Pilot
Designed to address labor shortages in smaller, rural communities by connecting businesses with skilled workers seeking permanent residence.
Francophone Community Immigration Pilot
Aims to enhance the economic and demographic vitality of Francophone minority communities outside Quebec by increasing French-speaking immigration.
Enhanced Caregiver Pilots
Focused on home care workers, these pilots will provide permanent residence (PR) on arrival, allowing caregivers to work with reliable employers and meet Canada's evolving home care needs. This program opened on March 31, 2025.
Details on eligibility and application processes for these new pathways will be available as the programs roll out in 2025.
